2022 PROPOSAL OVERVIEW

OVERVIEW

In response to the current challenges within the district, the Coast Village Association (CVA)  proposed  the  creation of a Community Benefit Improvement District (CBID).  CVA then engaged New City America to assist in the formation of a CBID within the City of Santa Barbara.

The District includes Coast Village Road and Los Patos Way

GOAL OF CBID

To move from raising funds for occasional events that enhance Coast Village area to forming a District that will fund a reliable budget and deliver sustainability for consistent management of the area. In order to do this, there will be an assessment imposed on each property within the district. Assessment funds will be managed by the Coast Village Association Board that will primarily consist of Coast Village property owners. 

The Assessment will be calculated based on: 

  • Building square footage

  • Lot size

  • Linear frontage

*Residential Assessment will be calculated at a reduced rate on the same factors (refer to Summary for more information) 

INITIAL OUTREACH RESULTS

We have received a positive response from over 50% of the property owners in the proposed district based on our initial outreach. The vote will create the district formation for a 5-year trial period, followed by a vote for a 20-year district. 

The owners that responded to the survey prioritized the needs of the district as follows: 

  • Marketing and PR to drive business and attract new interest to the area

  • Special events to improve the brand image and identity while expanding reach

  • Increase visibility and have the district become a better place to live, work, shop, eat, and, explore

  • Improved landscaping and maintenance

BENEFITS TO DISTRICT AND OWNERS

CHALLENGES

  • Decaying median landscape

  • Cluttered, bland, dirty streetscape

  • Lack of consistent Funds

  • Reduced City services

  • Beautification of the district

  • Supplemental landscaping

MARKETING

  • Robust website for CBID

  • Social media and marketing campaigns

  • Improved branding of Coast Village area

  • Events (Proprietary, Taste of Coast Village, Seasonal, Pop Ups)

SUPPORT

  • Traffic mitigation

  • Parking management and control

  • Outreach for the unhoused population

  • Timely graffiti removal

  • Periodic supplemental maintenance of the sidewalk area

MANAGEMENT & ADMINISTRATION

  • Paid Administrator

  • Liaise between merchants and property owners regarding notifications and updates

  • Oversee special events and coordination of contractors, etc.

  • Work with contracted hires to support CBID initiatives

  • CBID Board oversight of budget and expenditures
